Bu tedbirleri b\u00fct\u00fcnc\u00fcl olarak almak fakat di\u011fer taraftan da m\u00fcmk\u00fcn olan her yerde sel sular\u0131n\u0131n ak\u0131p gitmesine izin vermeden bir yerde depolamak kurakl\u0131\u011f\u0131n da temel \u00e7\u00f6z\u00fcm\u00fc\u201d dedi.<\/p>\n\n\n\n<p>Sakarya Uygulamal\u0131 Bilimler \u00dcniversitesi (SUB\u00dc) taraf\u0131ndan d\u00fczenlenen SUB\u00dc Konu\u015fmalar\u0131\u2019n\u0131n 45\u2019inci konu\u015fmac\u0131s\u0131 \u2018Su, Kurakl\u0131k, Sel ve Ta\u015fk\u0131n Afetleri\u2019 ba\u015fl\u0131kl\u0131 s\u00f6yle\u015fiyle Cumhurba\u015fkanl\u0131\u011f\u0131 Yerel Y\u00f6netim Politikalar\u0131 Kurulu \u00dcyesi Prof. Dr. L\u00fctfi Ak\u00e7a oldu. Moderat\u00f6rl\u00fc\u011f\u00fcn\u00fc Ziraat Fak\u00fcltesi Dekan\u0131 Prof. Dr. Taki Demir\u2019in \u00fcstlendi\u011fi s\u00f6yle\u015fide; T\u00fcrkiye\u2019nin su politikas\u0131, sel, ta\u015fk\u0131n ve kurakl\u0131k riskine kar\u015f\u0131 al\u0131nabilecek \u00f6nlemler ile suyun tar\u0131m i\u00e7in \u00f6nemi konu\u015fuldu. S\u00f6yle\u015finin tamam\u0131 \u00fcniversitenin YouTube kanal\u0131 SUB\u00dc Haber\u2019den tekrar izlenilebiliyor.<\/p>\n\n\n\n<p><strong>Su kalk\u0131nman\u0131n da merkezinde<\/strong><\/p>\n\n\n\n<p>Suyun insan ya\u015fam\u0131 ve canl\u0131lar i\u00e7in hayati bir \u00f6neme sahip oldu\u011funu dile getiren Prof. Dr. Ak\u00e7a, \u201cHi\u00e7bir canl\u0131 yok ki suya muhta\u00e7 olmas\u0131n. Su hayat\u0131n, b\u00fct\u00fcn canl\u0131lar\u0131n vazge\u00e7ilmezi. Su ayn\u0131 zamanda kalk\u0131nman\u0131n da merkezinde. Su olmadan hi\u00e7bir kalk\u0131nma faaliyetini yapmak m\u00fcmk\u00fcn de\u011fil. Di\u011fer taraftan su kaynaklar\u0131 k\u0131s\u0131tl\u0131, suyun miktar\u0131 sabit. Bunun i\u00e7in de kriterler koyuluyor. Ki\u015fi ba\u015f\u0131na d\u00fc\u015fen su miktar\u0131 e\u011fer 1700 metrek\u00fcp\u00fcn \u00fczerinde ise \u00fclke su a\u00e7\u0131s\u0131ndan sorunsuz kabul ediliyor. 10 binin \u00fczerinde ise \u00fclke zengin kabul ediliyor. Bin metrek\u00fcp\u00fcn alt\u0131na d\u00fc\u015ferse de su a\u00e7\u0131s\u0131ndan fakir \u00fclke olarak tan\u0131mlan\u0131yor. Bin ila bin 700 aras\u0131nda ise su stresi alt\u0131nda deniliyor. Yani suyun bir bask\u0131 unsuru, stres unsuru haline geldi\u011fi durumu yans\u0131t\u0131yor. Biz de T\u00fcrkiye olarak 112 milyar metrek\u00fcp su kayna\u011f\u0131 ve bin 320 metrek\u00fcp ki\u015fi ba\u015f\u0131na d\u00fc\u015fen su kayna\u011f\u0131na sahibiz. Bu a\u00e7\u0131dan bakt\u0131\u011f\u0131m\u0131zda su stresi alt\u0131nday\u0131z. Ancak \u00fclkenin geneli olarak da bu rakama bakmak \u00e7ok fazla anlaml\u0131 olmuyor. Dolay\u0131s\u0131yla bir \u00fclke i\u00e7erisinde de co\u011frafi olarak de\u011fi\u015fiyor. Do\u011fu Karadeniz\u2019den \u0130\u00e7 Anadolu\u2019ya kadar de\u011fi\u015fen \u00f6l\u00e7eklerde zenginlik durumumuz var. Konya, Burdur, Akar\u00e7ay, Gediz, B\u00fcy\u00fck Menderes, K\u00fc\u00e7\u00fck Menderes, Ergene ve Meri\u00e7 gibi pek \u00e7ok havzam\u0131zda ki\u015fi ba\u015f\u0131na d\u00fc\u015fen su miktar\u0131 bin metrek\u00fcp\u00fcn alt\u0131nda oldu\u011fu gibi baz\u0131 yerlerde de 500 metrek\u00fcp seviyelerinde. Dolay\u0131s\u0131yla \u00fclkemizin \u00f6nemli bir k\u0131sm\u0131 su fakiri.\u201d<\/p>\n\n\n\n<p><strong>Suyun do\u011fru y\u00f6netilmesi gerekiyor<\/strong><\/p>\n\n\n\n<p>\u201cSanayi ve b\u00f6lgesel geli\u015fme a\u00e7\u0131s\u0131ndan bakt\u0131\u011f\u0131m\u0131zda da sanayimizin bat\u0131da Trakya\u2019da, Marmara\u2019da ve Ege b\u00f6lgesinde \u00e7ok daha fazla geli\u015fmi\u015f oldu\u011funu g\u00f6r\u00fcyoruz. Dolay\u0131s\u0131yla sanayinin talep etti\u011fi su miktar\u0131 da bu b\u00f6lgelerde fazla. O zaman \u00fclkemizde su y\u00f6netimi a\u00e7\u0131s\u0131ndan \u015f\u00f6yle bir denklem ortaya \u00e7\u0131k\u0131yor. Baz\u0131 b\u00f6lgelerimizde su zengin. \u00d6rne\u011fin; Do\u011fu Karadeniz\u2019de, Bat\u0131 Karadeniz\u2019de ve \u00c7oruh\u2019ta. Do\u011fu Anadolu\u2019da, G\u00fcneydo\u011fu Anadolu\u2019da b\u00f6lgesel olarak fakir olan yerler var ama genellikle iyi. Ye\u015fil\u0131rmak, K\u0131z\u0131l\u0131rmak ve Susurluk\u2019ta fena de\u011filiz. Ancak gerek sanayi gerek yerle\u015fik n\u00fcfus gerekse de tar\u0131msal sulama olarak kullan\u0131lan su miktar\u0131 b\u00f6lgeler aras\u0131nda de\u011fi\u015fti\u011fi i\u00e7in suyun do\u011fru y\u00f6netilmesi ihtiyac\u0131 ortaya \u00e7\u0131k\u0131yor. Buna da talep y\u00f6netimi diyoruz.\u201d<\/p>\n\n\n\n<p><strong>Ya\u011fmuru ta\u015ft\u0131\u011f\u0131 yerde de\u011fil, d\u00fc\u015ft\u00fc\u011f\u00fc yerde tutaca\u011f\u0131z<\/strong><\/p>\n\n\n\n<p>Sel ve ta\u015fk\u0131n felaketleri ile ilgili al\u0131nabilecek \u00f6nlemleri de payla\u015fan Ak\u00e7a, \u201cDS\u0130 olarak T\u00fcrkiye\u2019nin 100. y\u0131l\u0131nda su vizyonu geli\u015ftirdik. Orada bir c\u00fcmle kurdum ben: \u2018Ya\u011fmuru ta\u015ft\u0131\u011f\u0131 yerde de\u011fil, d\u00fc\u015ft\u00fc\u011f\u00fc yerde tutaca\u011f\u0131z.\u2019 Bence art\u0131k iklim de\u011fi\u015fikli\u011fiyle m\u00fccadelede de bizim ana eksenimizi olu\u015fturmam\u0131z gerekiyor. Nas\u0131l ki g\u00f6llerdeki su dengesini koruyorsak, yeralt\u0131 kaynaklar\u0131nda da suyun dengesini, seviyesini korumam\u0131z gerekiyor. Ancak bu \u00e7ok kolay bir y\u00f6netim alan\u0131 de\u011fil. T\u00fcrkiye\u2019de ve d\u00fcnyada bir\u00e7ok \u00fclke yeralt\u0131 sular\u0131n\u0131 a\u015f\u0131r\u0131 kulland\u0131\u011f\u0131 i\u00e7in seviyeler d\u00fc\u015fm\u00fc\u015f durumda. Yeralt\u0131 sular\u0131n\u0131 da y\u00f6netemedi\u011fimiz i\u00e7in kurakl\u0131kla m\u00fccadelede g\u00fcc\u00fcm\u00fcz\u00fc kaybediyoruz\u201d diye konu\u015ftu.<\/p>\n\n\n\n<p><strong>Kurakl\u0131kla m\u00fccadelede en b\u00fcy\u00fck g\u00fcc\u00fcm\u00fcz yeralt\u0131 sular\u0131<\/strong><\/p>\n\n\n\n<p>Kurakl\u0131kla m\u00fccadelede en b\u00fcy\u00fck g\u00fcc\u00fcm\u00fcz\u00fcn her zaman dengede tutulmas\u0131 gereken yeralt\u0131 sular\u0131 oldu\u011funu vurgulayan Ak\u00e7a, \u201cKurakl\u0131k d\u00f6nemlerinde bu yeralt\u0131 sular\u0131ndan a\u015f\u0131r\u0131 kullanarak kurak d\u00f6nemi ge\u00e7irmemiz fakat kurakl\u0131k d\u00f6nemleri ge\u00e7tikten sonra gelen ya\u011f\u0131\u015flarla yeralt\u0131 sular\u0131n\u0131 tekrar besleyerek eski dengesine gelmesini sa\u011flamam\u0131z gelecekte hem sel hem de kurakl\u0131k y\u00f6netimini sa\u011flaman\u0131n temel iskeletini te\u015fkil ediyor. Dolay\u0131s\u0131yla yeralt\u0131 suyu y\u00f6netimi, ta\u015fk\u0131n ve kurakl\u0131k y\u00f6netimi birbirinden asla kopuk de\u011fildir. Bunlar\u0131n bir b\u00fct\u00fcn olarak y\u00f6netilmesi, bu y\u00f6nde politikalar ve yasal mevzuat\u0131n geli\u015ftirilmesi gerekiyor. \u015eu anda bizim 3 tane kanunumuz var. Suyun ta\u015fk\u0131nl\u0131\u011f\u0131n\u0131, kurakl\u0131\u011f\u0131n\u0131, yeralt\u0131 ve y\u00fczey sular\u0131n\u0131 ve suyun talebini, arz\u0131n\u0131, riskini tek bir yasa \u00e7at\u0131s\u0131 alt\u0131nda y\u00f6netilebilir hale getirmemiz gerekiyor.
